Board Members

Julian has over 30 years of experience in banking, payments and digital assets as an operating executive, management consultant and board member. Julian is a former Partner and co-lead of McKinsey & Company’s digital assets advisory, and former Managing Director at Promontory Financial Group. He held several leadership positions during a 16 year career at Visa including serving as Global Head of Enterprise Risk. Julian began his career at American Express Bank in international corporate and private banking. He currently serves of the board of PayPal Digital Inc.  Julian earned a B.S.B.A. in Finance from the University of Florida Warrington College of Business.

Tom was an executive at Vast for 14 years, where he has played a key role in driving the company's strategic initiatives. Before joining Vast Bank, he practiced law at Crow Dunlevy and Stuart, Biolchini & Turner and gained valuable financial acumen while working as a financial analyst at Jones Lang & Lasalle. He holds an MBA, JD, and B.A. from the University of Notre Dame, bringing a diverse and comprehensive educational background to his leadership role.

Mark brings over 43 years of financial management experience to his role, including 12 years with a public company and 30 years as a Chief Financial Officer. He began his career in auditing and assurance with Arthur Andersen, serving clients across diverse industries such as manufacturing, oil & gas, and banking. Mark holds a BSBA with honors from Harding University and was formerly a Certified Public Accountant (CPA), reflecting his deep expertise and commitment to financial excellence.

Peggy brings over 30 years of experience leading legal, governance, and enterprise-risk functions across federal agencies and commercial financial institutions. Her career has focused on strengthening institutional integrity, guiding organizations through complex regulatory environments, and building systems that enable both compliance and innovation.  Most recently, Peggy served as General Counsel and Corporate Secretary of the Federal Home Loan Bank of Pittsburgh where she supervised Legal, Compliance, Ethics, Government Relations, and Human Resources. 

Earlier in her career, she advised de novo banks to profitability, led legal teams through bank acquisitions and taught banking and community development law at Yale Law School. Peggy started her banking law career as an associate with the law firm WilmerHale. Peggy earned her J.D. from Harvard Law School and her B.A. from Brandeis University cum laude.

Doug has deep roots in the Tulsa banking community with an emphasis on a concierge approach to relationship banking. After growing the Bank of Oklahoma's Private Bank, Doug took the reins of the F&M Bank and Trust Company's Private Bank and Mortgage Company in the Tulsa and Dallas markets. Doug focuses his philanthropic time and energy on Tulsa’s public assets and the arts, having served many organizations and most recently serving as Treasurer for the Arts Alliance as well as the University of Tulsa’s Friends of Finance. He is also a member of Young Presidents Organization (YPO). Doug received his BA from the University of Oklahoma and he joined Vast Bank in 2014.
